In the first place, it is Huduma Namba and not likely as your mind tells you, of course, Huduma Number. Whereby, Huduma Namba is a free government service through the Biometric Registration Process.
In Kenya, the process was budgeted and expected to cost between Sh5 billion and Sh6 billion. In order to complete the whole registration process of the Biometric Registration through the KIEMs Kit(s) – Kunsten Informatie en Media (Dutch).
However, the Huduma Namba as per se is still a mysterious exercise. In that case, with many concerned and worried Citizens especially those of Kenyan origin awaiting answers as well as for events to unfold further.
With the numeric data registration exercise intended to complete tomorrow, the majority of Citizens are yet to fight with the deadline.
And I’m pretty sure you have heard the name Huduma Namba before, but what is it? What is it for? How does it help me?
Some of you are even angry at the government for implementing this particular project. So what is Huduma Namba? Let’s find out.
What is Huduma Namba?
To enumerate, Huduma Namba is a program that was initiated through Executive Order No. 1 of 2018 to create and manage a Central Master Population Register which will be the authentic ‘source of truth’ of the identity of all persons residing in Kenya.
Therefore the Namba intends to;
- develop a national biometric population database of all persons in Kenya
- assign a personal unique identification to facilitate access to government services
On the other hand, the main reason why the Government of Kenya is undertaking the Biometric Registration Process is for the following reasons.
Such as to;
- guard against impersonation and fraud
- authenticate personal data
- enhance access to government services
Why is Huduma Number important?
Firstly, the whole exercise is conducted by Kenya’s National Integrated Identity Management system (in short NIIMS).
Furthermore, it involves collecting biometric data after which the systems generate a unique number (Huduma Namba).
After this, it will enable one to access a variety threshold of services and solutions supported by the Government.
Such services include applying for a driving license, ID, birth certificate among others. However, the exercise is different from other Government Registration processes.
In that it will;
- capture Biometric data of all person – both Citizens and Non-Citizens from the age of six years
- gather and capture more information on an individual
- integrate Personal identification data of individuals existing ion several databases

Below are the Main Benefits of the Huduma Namba to Kenyans;
1. Food Security
The Government targets to achieve 100% national food and nutrition security which is the mandate of the Ministry of Agriculture, Livestock, Fisheries, and Irrigation.
In the execution of this mandate, the Ministry needs a national database of all farming households and subsequently all farmers in the country.
2. Health Care Sector
Huduma Namba data will assist in planning for the achievement of universal healthcare.
3. Affordable Housing
Huduma Namba will capture biometric data on the number of households and the number of family members.
This will form the background information for the assessment of the status of housing in the country.
Additionally, the information will be an authentic source of civil data which is important for planning purposes in the delivery of the Affordable Housing targets.
4. Manufacturing Industry
Huduma Namba will generate biodata on persons’ employment status and main occupation.
Persons engaged in the production of raw materials are critical in providing the same for the development of cottage industries which create employment.
To attract investors in the Manufacturing sector and spur growth in the labor market, updated data on persons is needed for planning purposes.
5. National Security
In this era of technology and globalization, security is increasingly becoming one of the most pertinent issues. Especially that which governments across the globe are grappling with.
And as criminals continue to evolve their tactics, the global security landscape is concurrently changing. In reality, we are now facing new and complex threats to our national security.

What are the Requirements for Huduma Namba registration?
Generally speaking, a new website for the process has been launched to enable Kenyans to download the Huduma registration form. Thereafter, so that they fill at convenience and take to the registration centers.

With this in mind, the registration exercise is mandatory for Kenyans aged six and above. Please note that younger children will be captured on the system under the parent’s or guardians ‘profile’.
Above all, the mandatory documents required to register for a Kenyan citizen above 18 years of age is an original national ID card. And those below 18 years an original birth certificate.
Are Foreign Residents registering for Huduma Namba?
Equally important, Foreign residents are required to bring their passports or alien cards. Whereby, all these documents are recorded in different databases. Hence Huduma Namba consolidates the information to arrive at the ‘single source of truth’ regarding a Kenyan.
Important to point out that; there is no new data the government is looking for nor is DNA needed. In particular, those who may not have these documents should present themselves to the NIIMS registration officers.

Is Huduma Namba the Biblical 666 Number Myth?

Any new Information needed?

The only difference is that it is digital and biometric. The Huduma Namba will make the lives of Kenyans easy. Once data is captured digitally, you will never again have to queue to submit new data unless you choose to.
In the same way that your driver’s license or national ID has the original photo taken as a teenager, so too shall the Huduma Namba.
Will I get away with other Identification Cards?
Not forgetting, do not throw away your identity cards or driving licenses. After the biometric registration, you are given an acknowledgment slip. In other words, which is like a waiting card for IDs.
Moreover, after the biometric data registration period, the gadgets will be left with the chiefs. In order to continue registering births, deaths, marriages, and any other updates. As a matter of fact, there will be a process for updates.
Will Non-Citizens also get a Huduma Namba?
In fact, the only non-citizens required to register are those with the status of workers, students, and asylum seekers.
A standalone Huduma Namba Bill is in Parliament and it includes permission to capture data as well as make provisions for the protection of that information.
What are the Consequences of Failing to Register?
A person without Huduma Namba will not access government services. Some of which include;
- registration/renewal/replacement of National Identification Card;
- Application for Passport;
- Application/renewal for driving license, Birth certificate;
- Enroll for cash transfer for the elderly,
- subsidized farm inputs and other cash services under the Big 4 Agenda like affordable housing among others.
The Biometric Registration is to on Saturday, 18th of 2019 and takes place in various designated locations. Such as; Mobile Registration Centres; Homes; and Special institutions like Prisons, Hospitals, Learning institutions, etc.
As can be seen, the Kenya government hopes Huduma Namba will play a similar role as in the West.
Especially in channeling resources to the;
- school children,
- the disabled,
- members of the proposed housing fund,
- small and medium enterprises, and farmers.
It also hopes the number would aid in combating fraud. Further, it could also help check the unwanted entry into the country by foreigners in the wake of terrorist threats and attacks.
